Fishing is one of the most heavily documented activities a small business can be engaged in. Catch, effort, landings, sales, traceability — recorded accurately, at sea, by people with more urgent things to do.
The regulatory detail varies by vessel size, fishery and administration, and it changes. What follows is about the systems side rather than the specific obligations, which should be confirmed with your fisheries administration.
The recording problem
Everything difficult about this comes from where it happens.
Catch data must be recorded aboard, frequently in poor weather, often with wet hands, usually with no connectivity, by a crew whose attention is properly on the gear and the sea.
Any system that assumes a desk, a signal or spare attention will be bypassed, and the record will be written up ashore from memory. That produces inaccurate records, which is the precise thing the requirements exist to prevent.
So the design constraints are severe:
Offline, always. Recording must work with no connection at all, queue what is pending, and submit when a signal appears.
Fast for the common case. The species and gear this vessel actually uses, presented first. Not a search through a global list.
Usable with wet hands in the cold. Large targets, minimal typing, tolerant of imprecise taps.
Survivable hardware. A consumer tablet on an open deck does not last. Appropriate equipment, and a spare aboard.
Clear confirmation. The skipper must be able to see what has been submitted and accepted, and what is still queued — because the obligation rests with them, not with the software.
Any catch recording system that requires a signal is a system that produces records written from memory. Offline is not a feature here; it is the whole requirement.
Traceability, which buyers now require too
Traceability means being able to show where a batch came from and follow it forward: which vessel, which area, which gear, which trip, then through landing, sale and processing.
It is a regulatory expectation and increasingly a commercial one. Buyers, particularly those supplying retailers and export markets, ask for it contractually, and being able to produce it well is a commercial advantage rather than only a compliance cost.
The systems requirement is that the identity of a batch is established at the point of catch and carried forward, rather than reconstructed later from separate records that have to be matched up.
That means a batch reference created aboard, printed or written onto the box at landing, and referenced by everything downstream — the sales note, the invoice, the buyer's record.
Quota and effort
Where quota applies, knowing your position against it during a trip rather than after it is the difference between managing it and discovering a problem.
A system that maintains a running position from recorded catch, against current allocations and any transfers, gives the skipper information they can act on while at sea. That is genuinely operationally valuable rather than administrative.
The shore side
Once catch data exists as structured records rather than paper, several things become possible that were not before.
Sales and settlement. Landing records feeding sales notes, buyer invoices and crew share calculations without retyping. Crew share in particular is frequently a spreadsheet exercise that takes hours and produces disagreements.
Costs against trips. Fuel, gear, ice, harbour dues, allocated to a trip, so profitability per trip is visible rather than assumed.
Maintenance. Engine hours and equipment service intervals tracked against actual use.
Compliance records in one place. Certificates, safety equipment inspections, crew qualifications, with expiry dates that alert in advance.
Historical analysis. Which grounds, which gear, which conditions produced which results. Skippers hold this knowledge; recording it makes it transferable and analysable.
Connectivity ashore and at sea
Coverage around the UK coast has improved and remains variable. A system depending on a connection at sea will not work reliably; one that syncs on return to port will.

Getting it adopted
Fishing businesses have been sold systems before, and scepticism is earned rather than obstinate.
What works: involve the skipper in choosing; start with one vessel; make the first thing it does something that helps them rather than helps the office; and keep the paper alternative available while trust is built.
What does not: a launch email, a training session ashore, and an expectation that behaviour changes. The same principles as anywhere, with less tolerance for systems that waste time — see getting staff to use the system.
