Crew connectivity used to be a welfare extra. It is now something seafarers ask about before accepting a contract, and a factor in whether they return.

Providing it well is a design problem with three parts: separation, allocation and cost.

The case for taking it seriously

Time away from home is the defining feature of the work. Contact with family is what makes it sustainable, and the difference between a vessel where that is possible and one where it is not is significant to the people aboard.

It also has practical consequences. Crew who can manage their affairs at home — banking, appointments, dealing with something going wrong — are less distracted. Crew who can complete training and certification online do so without shore leave being consumed by it.

And it is compared. Seafarers discuss which operators provide what, and an operator with poor connectivity acquires a reputation that costs more than the bandwidth would have.

Separation, first and absolutely

Crew devices are personal, varied, unmanaged, and connected to networks in every port. They are the most likely source of a problem aboard and the least controllable.

They belong on a network of their own, with no route to operational systems and certainly none to navigation and safety equipment.

This is not a restriction on crew — it protects them as much as the vessel, because it means their personal devices are not subject to operational controls and their personal use is not monitored as operational traffic would be.

Allocation, which is what makes it fair

An unmanaged shared connection produces resentment. One person streaming video consumes what twenty people would use for messaging, and everybody else experiences a service that is unpredictable and slow.

What works is a defined allocation per person — a data allowance, or a rate limit, or both.

Crew accept a stated allowance readily. What they object to is an unpredictable service and the sense that somebody else is taking more than their share. A clear allocation removes both objections and removes the social friction from the mess room.

Practical arrangements:

Individual accounts rather than a shared passphrase, so allocation is per person and so a departing crew member's access ends with their contract.

A visible balance. People manage an allowance well when they can see it, and badly when they cannot.

Top-ups where appropriate. Some operators allow crew to purchase additional data. Whether that suits depends on your commercial arrangement.

Prioritised messaging. Text messaging and voice calls use very little bandwidth and matter most. Some operators exclude them from the allowance entirely, which is inexpensive and well received.

Crew accept a clear allowance far more readily than an unpredictable service. The fairness is what matters, not the size of the number.

Controlling the cost

Even with modern satellite services, unmanaged use consumes more than expected.

Automatic device updates. A dozen phones downloading an operating system update simultaneously is a substantial and entirely avoidable expense. Block or shape these on the crew network.

Video streaming. The largest single consumer. Options range from blocking it, to shaping it to a resolution that works without consuming everything, to allowing it within an allowance and letting people choose. The middle option is usually the most acceptable.

Cloud photo backup. Runs silently, uploads continuously, and crew are frequently unaware it is enabled. Worth mentioning explicitly during induction.

Deferral to cheap connections. Where a vessel has terrestrial connectivity in coastal waters or in port, large transfers should wait for it. A system that automatically prefers the cheap connection saves real money without anybody managing it.

Local content aboard. Films, television, training material and news held on a server aboard, refreshed in port. This removes a great deal of demand at essentially no ongoing cost, and it works when the link is down.

Offshore installations

Much of this applies to offshore platforms, wind farm accommodation and remote sites, with the same three requirements: separation from operational technology, fair allocation between residents, and cost control.

The difference is usually scale and the presence of a fixed link, which changes the economics without changing the design principles.

The practical minimum

If you are providing crew connectivity for the first time, the arrangement that works:

  1. An isolated crew network with no route to ship systems.
  2. Individual accounts with a stated monthly allowance.
  3. Messaging and voice prioritised, and inexpensive.
  4. Device updates blocked on the satellite link and permitted in port.
  5. A local media and training library aboard.
  6. A clear explanation at induction of what is provided and what is not.

That last point matters more than the technical arrangements. Crew who understand the constraints work within them; crew who do not assume the service is simply poor.
