Marine radio equipment may only be operated by somebody holding an appropriate certificate. Which certificate depends on the equipment and on whether the vessel is used commercially.
The names are unhelpfully similar, so here is what each covers.
The leisure certificates
Short Range Certificate (SRC)
The qualification most private boat owners need. It covers marine VHF including Digital Selective Calling, and the associated equipment usually carried on a small craft — EPIRB, search and rescue locating devices, and portable VHF for survival craft.
The course is typically a day, ending in an examination. It covers distress, urgency and safety procedures, correct use of DSC, channel discipline, and what to do when you receive a distress call rather than send one.
In the UK it is commonly taken through recognised training centres, with the RYA administering it for leisure users.
Long Range Certificate (LRC)
The leisure certificate for vessels carrying equipment beyond VHF — MF, HF and satellite systems, and the wider GMDSS equipment set for offshore operation.
Substantially longer than the SRC and considerably more technical: propagation, frequency selection, satellite systems, and the full range of GMDSS procedures.

The commercial certificates
Restricted Operator's Certificate (ROC)
For GMDSS operation aboard vessels working only in sea area A1 — within VHF DSC coverage of a coast station.
Covers VHF DSC operation, distress and safety procedures, and the associated equipment. Appropriate for coastal commercial craft, workboats, and vessels whose operating area is genuinely within A1.
General Operator's Certificate (GOC)
The full GMDSS qualification, covering operation in all sea areas.
It covers MF, HF and satellite communications in addition to VHF: the whole equipment set, the procedures for each sea area, radio watchkeeping obligations, battery and power supply maintenance, and the practical operation of every element of the system.
The course is a substantial one — typically running to a couple of weeks — and the examination has both written and practical components. The practical element matters: you are assessed on actually operating the equipment correctly under the pressure of a simulated distress situation.
This is the certificate held by deck officers on vessels trading internationally, and by anybody whose role includes GMDSS responsibility beyond coastal waters.
The certificates are graded by sea area, not by seniority. What you need is determined by where the vessel goes and what equipment it carries.
The licence is separate
A frequent confusion. The certificate qualifies the operator. The radio equipment aboard requires its own licence, and the two are unrelated administratively.
In the UK the ship radio licence is issued by Ofcom, and it is what carries the vessel's MMSI identity. It must be kept current, and the details associated with it — particularly the shore contact information — must be accurate, because rescue coordination centres use them.
Both are required. Holding a certificate does not license the equipment; licensing the equipment does not qualify you to use it.
What the training is actually about
The technical content is a minority of it. Most of the value is procedural, and it is procedural for a reason.
A distress situation is a bad moment to be working out the correct sequence. The training exists so that the actions are practised: how to send a distress alert, what to say in the voice message that follows it, how to acknowledge and relay one received from another vessel, and — importantly — what to do when you transmit a false alert, which happens and must be cancelled properly rather than ignored.
The discipline element matters too. Distress and calling channels are shared resources, and unnecessary transmissions on them have consequences for somebody else.
Which do you need?
Private vessel with VHF DSC, coastal use: Short Range Certificate.
Private vessel with long-range equipment, offshore passages: Long Range Certificate.
Commercial vessel operating only in sea area A1: Restricted Operator's Certificate.
Commercial vessel operating beyond A1: General Operator's Certificate.
Requirements vary by flag administration and by vessel type, so confirm the position with your flag rather than relying on a general summary — including this one.
Why it matters beyond compliance
An operator who understands the system uses it correctly under pressure and, just as importantly, understands what it cannot do. Knowing that a DSC alert without a position source is far less useful, that an unregistered EPIRB delays a response, and that a satellite terminal has coverage limits — those are the things that change outcomes.
